[fsdpwg] Moving time of standing meeting

Due to conflicts of schedules, I needed to move the standing FSDP WG
Meeting.  It was discussed on the last call, and Tuesdays at 1pm EST
for 30 minutes was the agreed timeslot moving forward.  Cancellation
and new invite forthcoming.
