[openib-general] IPoIB still not working

Roland is correct here - this was the only change we had to do for Arbel.
Tavor FW was enhanced to get this workaround too.

This change/workaround only affects the value put into an internal HCA
data structure when a GRH/GID is _not_ being sent.
