I would state it a little differently: It's intended to be 1.1
compliant.

The class version for CM was bumped for 1.2. A 1.2 CM could be made to
be compatible with 1.1 (revert back to the previous class version and
formats) but this is more work. It depends on what this needs to
interoperate with as to what the requirement is here.
