On the remote node to which connectivity fails, it has a stale arp cache
entry which does not seem to go away as if the timer is not started. Is
that possible ? Is there a case where the ARP entry is created but not
timed ?

The other nodes' entries (they have bidirectional connectivity) do go
from reachable to delay to stale to "gone".
