In the Topspin stack, it is used to mark various quirks in SMA/SMI
handling.  For example Tavor requires 0-hop DR SMPs be passed to the
process_mad method (actually sending them won't work); however for the
Anafa2 switch, there is a significant performance penalty for using
process_mad to handle 0-hop DR SMPs and we want to send them via QP0.
