[openib-general] [ANNOUNCE] mstflint : link libstdc++ statically by default

Hi!
I've changed mstflint to link libstdc++ statically by default.
This is done to make the resulting binary easier to relocate
across machines/distributions.

I still link in shared version of libc.

You can also build fully static version by
make static

and fully shared version by
make shared
