[openib-general] [ANNOUNCE] management: binaries and libraries now moved

Hi,

Thanks to Eitan for updating the OpenSM build, the management libraries
are binaries are now (r3081) under /usr/local/[lib bin] rather than
/usr/local/ib/[lib bin] as before.

You will need to go through the build process to make this happen
(autogen.sh, configure, make, and make install). The directions have
been updated for the new locations and reduced number of steps. When I
get a chance I will combine the diags into one.
