[openib-general] [ANNOUNCE] full cutover to autotools for userspace/management

Hi,

I just checked in the rest of the conversion to autotools for the
userspace/management subdirectory. OpenSM and its libraries (osmcomp and
osmvendor) are now using autotools (and added in the 2 newer diagnostics
(ibroute and ibtracert) as well).

The next step in this evolution will be to make the build more automagic
(hopefully as painless as it was before).

Note that all the original Makefiles are present in tree as
Makefile.orig if you don't want to build this way.
