[openib-general] Nitpick: permissions on files checked into SVN

It seems that the permissions on a bunch of the userland source files,
like opensm, are checked into svn 755. It doesn't muck with anything
like builds, but they do show up as executables which makes me cringe
when I do an ls -F. Please, can you chmod them 644?
