Aha.

Problem is, pciutils looks at sysfs and so always prints the domain, so
people are likely to pass in the domain even on systems where it is
not supported by /proc/bus/pci.

I guess the right thing is to fix /proc/bus/pci on all systems,
but meanwhile, maybe to check both files in old and new locations
if domain is 0 or not supplied.
