[openib-general] VPD capabilty address flag

On a gen2 system when using /proc/bus/pci/nn/mm.m to access the PCI
configuration space

of an HCA in an attempt to read the VPD for the adapter, the flag bit in
the VPD address

fails to set after a reasonable delay after writing a new address and
the VPD data are invalid.

Other adapters (e.g. Broadcom NICs) that also have a VPD do set the flag
bit and return valid

VPD data. Any ideas?
