It does this for some but not all cases now. LIDs are not persistent in
IB unless something above and beyond the IB spec is done.

SM would need to maintain a persistent store of GUIDs and LIDs assigned
and reuse these and somehow have a way to reclaim them.

This is something on the futures list for OpenSM.
