[openib-general] cycles_to_units is incorrect in rdma_lat, rdma_bw.

Yes. It's easy to test it. I tested on both intel and PPC platforms.
The get_cycles() doesn't return the value as we expect. Need to read the 
architecture to find the register definitions.
