The diagnostics tree structure has been flattened one level. There is no
longer host and net subdirectories. The diag tools have been moved up
one level in the tree.

Let me know if there are any problems I introduced by doing this.

Hi,

The current userspace diagnostics tree structure has host and net
subdirectories. The distinction between the two is blurring so we would
like to flatten the tree and just have all the tools under diags. Any
objections ?
