We can examine the different MAD agents to identify common 
functionality that can be pulled into a library or set of helper 
functions.  I've already started trying to identify areas with the RMPP 
implementation.  E.g. we can add new calls such as 
ib_create_ah_from_wc() or ib_alloc_send_mad() - to allocate the MAD and 
format the send_wr.
