This patch appears to break things that require local completion
handling (OpenSM and diags). Not sure why yet.

The quick workaround is to revert mad.c prior to the RMPP change (svn
update mad.c -r 2055) and remove mad_rmpp.o from the core/Makefile
temporarily.
