You need to get it from the HCA vendor.

That looks like 3.2.0. The latest is 3.3.2. I don't recall if there
are issues running with 3.2.0 or not. 3.2.0 or later is recommended
in the IPoIB FAQ but I'm not sure this is sufficient anymore.
