[openib-general] Osmtest Gen2 - Update

Hi ,
Gen2 Osmtest now support configuration flag (--with-top-tree=<dir>) for the
following purposes :
1. Pre Define SOURCE userspace library & header files to compile and link
with.
2. Compile Osmtest as part of the Gen2 stack
