My current plan is to try and get the existing code (without FMRs)
merged for 2.6.15 and then merge the FMR changes.

Looking back at the patch on more time, I realize that it needs
updating to handle devices that only support standard verbs -- we
can't assume that all devices will support Mellanox-style FMRs.
