Shouldn't iSER depend on something having to do with SCSI?  Otherwise
it's too easy to create configurations that don't compile.

For example, the latest iSCSI submission that I saw had:

    config ISCSI_TCP
           tristate "iSCSI Initiator over TCP/IP"
           depends on SCSI && INET && SCSI_ISCSI_ATTRS
