[openib-general] 3513 DAPL is Broken

I tried Netpipe and dapltest and they both appear to run Ok,
although dapltest sometimes segvs at the end of the test,
which I assume is just a test problem.

I will let Arlin investigate why things hang with Intel MPI
when he returns.
