I merged the core static rate patch into svn.  This means that the
struct ib_ah_attr.static_rate field is now defined to be an absolute
rate (as defined in enum ib_rate), rather than a relative inter-packet
delay (IPD) value.  I believe ehca will need to be updated to handle
this in modify QP and create AH operations.
