[openib-general] switch from svn to git

I'm in favor of it, especially for the kernel code.

However for userspace stuff I think we need to think carefully about
how to lay things out.  Multiple repositories (one for each "project")
makes the most sense to me, but there is always strong resistance to
breaking up the monolith we have now.
