[openib-general] vendor_id field in device attributes

Hi,

I have a quick question. If I use ibv_query_device() to find out the IB 
device properties, does the `vendor_id' field correspond to a unique HCA 
vendor? For example, I get the value 713 for Mellanox HCAs. Can I expect 
this to remain the same across various Gen2 installations?
