[openib-general] respect CFLAGS in ibis/ibdm, fix missing file warning

Hi Pete,
Please see my response to the similar patch for OpenSM.
I think you can still apply your optimization flags simply by using the
CFLAGS at the command line.
Please double check and let me know.
