A grep of ipath in svn and a quick look at the patches you've posted
shows no occurrences of "static_rate".

So it seems that ipath doesn't handle static rate, so maybe you can
just ignore this change.  If and when you implement it, then you
should just be aware that the values coming from the consumer are
absolute rates, not inter-packet delays.

(BTW, any plans to update ipath in svn?  The patch sets you've posted
seem to be far ahead of what's checked in)
