[openib-general] RC2 delayed a bit

I thought the intent was to merge 1.0 rc2 with IBED rc3. Tziporet will
send a proposal.

Due to being swamped with several different things at once, I will not
be able to release 1.0 RC2 this week.  I expect that I will be able to
