P_Key tables are port's attribute, I don't think that PartitionManager
should deal with port's tables allocations.

Yes, port's capability check in partition manager is helpful -
in part of partition enforcement bit activation on switch's external
ports (as proposed - SwitchInfo.PartitionEnforcementCap).
