Hello,

There is "take 2" of support for low level Quality of Service (QoS)
parameters configuration and setup in OpenSM.

The changes against previous version are:

- consistent default values for QoS configuration parameters (as
  suggested by Eitan Zahavi)
- global '--no_qos' option which disables QoS setup at all
