[openib-general] 2.6.17 and 2.6.18 merge plans

It doesn't seem very realistic to expect to merge SDP for 2.6.18.  The
current codebase is very much a work in progress that has never been
reviewed by anyone and is not really ready for review, and I would
expect SDP to take a while to review even once it's ready for review.
