Without partition policy file OpenSM should configure Default partition
with full membership (pkey=0xffff) for all ports and precreate IPoIB MCG
(it is equivalent to "Default=0x7fff,ipoib:ALL=full;" as in Hal's
example).

Actual pkey tables content could be checked with:

 $ smpquery pkeys <lid> [port number]
