Yes, I don't think giving everyone root is a good idea.
But all that is actually needed is creating a softlink from /pub/scm/~<user> to point to
~user/scm.  This should just be made part of user account creation script - and
of course to add user you need root.

Since this was not done this time - Sasha, could you do this for user bos?

Bryan, just put the repo in /home/bos/scm - you don't need root for that.
The rest is nice-to-have "sugar".
