Implementation of new interface

This is the implementation of the ib_sa_serv_notice_hdlr() which can be used to
register the remote event notifications like Port UP/DOWN. This interface is
crusial to implement the APM functionality in which these notifications from
the passive RC QP connection side can be used by the active RC QP connection
side to either cause the failover to the alternate path or reload the new
alternate path.
