I was getting ready to review the issmdisabled stuff, but now I
realize I don't understand what IsSMDisabled does.  I thought that if
IsSMDisabled is set (is enabled? :) on a port, then a Get(SMInfo) on
that port must be dropped.  So can you explain why you want this
change to OpenSM?  What's the point of polling ports with IsSMDisabled
set?

In general, what's the real point in setting IsSMDisabled on a port?
