The ifconfig option is about the TX queue outside the driver's
hardware queue.  Not sure what ethtool is setting.  I think the main
reasons why we're not using ethtool are:
 - the patches I got didn't do it
 - it would require fairly invasive changes to do it, since we would
   have to destroy/recreate an interface's QP to change the queue
   lengths
