What I want to understand is why aren't the traffic class and flow label fields
sufficient for this purpose?

Things like rate and MTU are not carried in the IB headers, and multicast groups
that span IB subnets may use different SL values on different subnets.  The
change is trivial to make, but I still want to understand why it should be made.
