Yes.

Whenever the SM state machine goes to inactive, it set the isSMdisabled
bit (and resets the IsSM bit) and in the opposite direction sets IsSM
and resets isSMdisabled.
OpenSM vendor layer for OpenIB will try to set/reset isSMdisabled. If it
fails (no user_mad support for this), the isSM bit is still properly
handled.
