The assignment depends on the specifics of the HCA driver.
QP 0 and QP 1 are well known and defined by the spec for management.
The remaining 2^24 QPs are up to the hardware and driver. A given QP
number is unique per HCA. As QPs are destroyed and created, QP numbers
may be reused, however at a given point in time, only a single QP in the
HCA will exist with the given number.
