I don't think I know enough to make a pronouncement yet.

Maybe someone can summarize the possibilities and see how they work
for XRC, ehca LL, block-loopback, etc?

Bumping ABI is painful but on the other hand an explosion of new verbs
is ugly.  So it's all going to be a tradeoff.
