Eli, Since IPoIB has one CQ, I am fine with the approach taken by this 
patch to let the rx lead and report also on tx moderation using the rx 
moderation params provided by the user.

So my sole request here is that you just document this behavior at the 
change-log and in ipoib_get_coalesce
