Without this patch, QoS will not work at all.

We noticed (after ofed 1.3 was released) that setting the QoS bit in the HCA
resulted in using more HW resources.

Since Qos is usually not used we decided to disable the feature by default,
and allow enabling it when it is needed.

In ofed 1.3.1 the default value was therefore changed to be OFF.
