[ofa-general] [PATCH] Opensm: portbalance console option

Spoke to Ira, and he says he was a bit confused on what this console
command did.  In the end, we felt that naming it "lidbalance" was maybe
a better name for the command.  It's useful under LMC > 0 circumstances
to detect when multiple lids are not routed evenly (fixed via my 'multi
lid routing balancing' patch a week ago).
