Correct. Obviously this doesn't mean that development should continue on
OFED 1.3 branch.

"stabilized" is about OFED 1.3

An user will need to synchronize partition and QoS configs (the same
still be true for QoS low level parameters). This is downside of course.
But I don't think it so critical assuming QoS annex support is
experimental anyway.
