[ofa-general] change port's physical state without reset HCA

Hi Nicolas,

Do I need to restart HCA driver if I just use ibportstate to reset the 
cable on the switch side?

You could reset the other end of the cable (on the switch) with 
ibportstate or simply unload/reload OFED drivers
