I've completed porting the new library and iblinkinfo to windows.  I'll submit a
patch early next week for few minor changes that are needed.  Sasha, if you want
to merge Ira's changes into master, that's fine, otherwise, I'll just send a
patch against the ibn3 branch.

Personally, I'd like to see more of the scripts converted to C for better
portability.
