[ofa-general] How can user app be notified of local SMA changes?

Is there an OFED API so a user space application can register for callbacks from the SMA for events such as:
- LID changed
- SMLID changed
- Subnet Prefix Changed
- PKey table changed
- Potentially other aspects of SMA changed
