[ofa-general][PATCH 0/2 V2] mlx4: Link sensing support

This series of patches suggest the following changes comparing to the previous version:
1. Changed the order of patches because patch 2/2 suggested a fix to problem that could
   be caused by patch 1/2.
2. Changed the order of files in Makefile to be in alphabetic order.
3. United the work queues of the catastrophic error poller and the link sensing task.
   Now mlx4_core has a single work queue called "mlx4"
4. Using "cancel_delayed_task_sync()" to stop the sensing task.
5. Using "round_jiffies_relative()" instead of "round_jiffies()"
