[ofa-general] RDD and EE context support

I've been grepping and Googling around about Reliable Datagram Domains
and End-to-End Contexts. These features are in the IB 1.2.1 spec but
appear to be entirely unimplemented. Is this the case? Just wanted to
double-check before I gave up on them.
