[ofa-general] ***SPAM*** Issues with OFED 1.4 & AMD based HP Proliant Servers

We are seeing issues running the IMB-MPI1 test with 24 processes.  We see compute nodes hanging during the test.  The only systems that exhibit the issue are the AMD Based HP Proliant systems.

Before I open a PR, I wanted to see if anyone else has ever tested with these systems and if so, did you have any similar issues?
