[nvmewin] MSI Spin Locks

I was browsing through the OFA driver reflector  archives the other day and I noticed that back around the Feb 2012 timeframe, there are references to the fact that the code was using Storport MSI Spin Locks APIs at that time.  What was the reason for removing the support for MSI Spin Locks?
